Dr. Mike Hoaglin is an Oakland, CA-based interventional psychiatrist. After receiving dual engineering degrees in biomedical engineering and electrical engineering from Northwestern University, he graduated from the Perelman School of Medicine at the University of Pennsylvania and received residency training from Duke University Hospital and Brooklyn Hospital Center.
Dr. Mike Hoaglin has treated over 2,500 psychiatric patients and focuses primarily on adult general psychiatry. With various clinical and research interests, Dr. Hoaglin takes a precision approach to mental health care using validated assessments, frequent communication and specialized testing so patients can see objective improvement and feel better sooner.
He also has a special interest in the microbiome and the gut-brain axis. Many patients appreciate his care for gastrointestinal manifestations of psychiatric illness as well.
Chloe Levin works alongside Dr. Mike Hoaglin at Gut Feelings Psychosomatic Medicine, where she helps patients get to the root of what’s driving their anxiety, depression, burnout, or sense of being stuck — rather than just managing symptoms from the surface. Her approach blends conventional psychiatric care with an interventional toolkit that includes TMS, EEG-guided MeRT®, and Spravato, always starting from a full picture of a patient’s nervous system, sleep, hormones, and overall physiology.
Before specializing in psychiatry, Chloe spent years as an ICU nurse — an experience that shaped how closely she pays attention to the connection between physical and mental health. That background carries directly into her work today: she looks past the presenting symptom to the underlying pattern, whether that’s a dysregulated nervous system, a sleep problem, or something hormonal that’s been missed. Patients often describe her as someone who listens first and treats second — building a plan that’s collaborative, personalized, and grounded in what’s actually driving their symptoms, not a one-size-fits-all protocol.
Chloe is board certified as both a Psychiatric-Mental Health Nurse Practitioner and a Family Nurse Practitioner. She completed her post-graduate psychiatric training at Duke University, holds an MS in Nursing from UC Davis, and earned her BSN from Boston College. Her clinical focus areas include anxiety and depression, sleep issues, stress and burnout, and women’s health, with a strong grounding in functional and lifestyle medicine.
Outside the clinic, Chloe stays active with cycling, climbing, and snowboarding, and tries to live out the same principles she encourages in her patients — movement, good sleep, and real time with the people she cares about.
